tabs.xml won't validate

Hi,

I hope someone can help me. I am getting the following error message:

element type "tabs" must be terminated by the matching en
d-tag "</tabs>".

Here is my tabs.xml. I have a closing </tabs>. Thanks in advance for any 
help. Linda
