The attached patch:
* Updates all references to {{ZipcodeRecord}} to {{Location}} in the BigPetStore data generator
* Adds {{bigtop-location-data}} to {{settings.gradle}}
* Adds {{bigtop-location-data}} to the BPS data generator {{build.gradle}}
* Makes normalization of name weights more explicit in Name Generator

I ran the rat check -- all files have the proper license headers.
