   ### What's Wrong?
   
   sql block rule  : using sql pattern is extremely dangerous for the cluster
   
   if set a rule 
   `CREATE SQL_BLOCK_RULE test_select PROPERTIES("sql"="select","global"="true","enable"="true");`
   
   all statements contain `select` will be block, including `ALTER/DROP SQL_BLOCK_RULE test_select`
   so the cluster will be never allowed to use `select` stmt.
   
   ### What You Expected?
   
   SqlBlockRule should block only query stmt. And exclude `explain` stmt.
   
   ### How to Reproduce?
