   When using pkg to build centos8 rpms followed by centos7 rpms, the docker images from centos 8 are reused thus ignoring the `-7` arg given to pkg.

   Super weird, but I think this may actually have something to do with linux vs osx.

   Ok, further pinpointed it down to using sudo with pkg, which I can just drop for now I believe.

   I'm not positive if this is because of the local cache being outdated, or because we only publish one image to dockerhub which happens to be centos8.  The fix I think is the same regardless by including the centos version in the image name since our tags only use the word `master`
