Some of the components of amazon-providers might not work with minimum bounded version of `boto3`.
For example `emr-serverless` client introduced in [1.23.9](https://github.com/boto/boto3/blob/develop/CHANGELOG.rst#1239)

I think it will not work in this PR.
Our main build is currently entering the backtracking loop as of 6 days - I was not around to fix it - but I have **just** started the procedure to find and workaround the root cause of it (following the process I designed for it here: https://github.com/apache/airflow/blob/main/dev/TRACKING_BACKTRACKING_ISSUES.md)
It will take a bit of time, because it's really based on "trial-and-error", and I think that might be a good time to bump some of the min-versions out there. That helps `pip` resolver and decreases likelihood of backtracking issues and for packages like botocore, it has very little side effects if the min-version is old enough for other packages to catch-up).
In this case 1.24 is old-enough (6 months) so this might be a good idea to do so as part of the backtracking fix.

@eladkal It quite difficult to find actual minimum version because in required to check all hooks and operators methods and their arguments.
`1.15` released more than two years ago and since that time I sure quite a few changes happen in AWS, `emr-serverless` it one of the recent service which have hook in amazon-provider.
Let's say it is just in case because usual in airflow constrains appear latest `boto3` and `botocore` version and nowadays this packages do not have any specific requirements which might conflict with other packages. And if actually something bad happen with resolution conflicts it won't require to check 200+ packages of `boto3` and `botocore`
