Verified in 1.17.0-SNAPSHOT. Commit 2615d68de4e44b1f03f5c047018548c06a7396b4
TO_TIME function returns correct format 
{code} select TO_TIME('2016-03-03 00:00', 'yyyy-MM-dd HH:mm') from (values(1));
