Add a "dependencies" label in PR which imports new dependencies

Hi,

Currently, we have 188 jars in our distribution libs, and they occupies
80MB. It's better to pay attention to importing dependencies.

Lets add a label "dependencies" in the PR if it imports new dependencies.
Then, other contributors could help to check if the new dependencies has
problem or is necessary.
