javadoc for interface org.apache.jetspeed.services.webpage.WebPageService missing

The interface org.apache.jetspeed.services.webpage.WebPageService does not
appear in the javadoc. While this interface is local to the package it is
referenced in the org.apache.jetspeed.services.webpage.JetspeedWebPageService
and org.apache.jetspeed.services.webpage.WebPageManager classes.

A change to the javadoc parameters could impact on other classes or interfaces
which are local to the package.
