blank lines in error log

I just noticed that if I click on a link (1.3 or Apache) which
netscape wants me to save as a file, then I click on cancel, the
error log gets a blank line appended.

I don't think we have anything to worry about, since it's a 1.3
problem, but it'll be a good idea to fix it.
