This is working properly at this point.   The JSR-311 bundle needs to be installed prior to installing the CXF bundle.  (or the CXF bundle would need to be refreshed after installing it)

If you use the karaf features file that we provide with CXF, all of this is taken care of for you and the api jars are set with a much earlier start level to make sure they are installed and started first.
