From [recent UT report|https://builds.apache.org/job/PreCommit-HBASE-Build/6170/testReport/] of branch-1.3, we could see the same issue "Unable to create region directory..." as described by HBASE-16983, so we should backport the JIRA to fix this intermittent failure and avoid it blocking new commits.
