As [~alexr] mentioned in https://reviews.apache.org/r/52865/#comment221952 , we should separate "health checker" from "unhealthy policy enforcer" to avoid the conflict between kill states and health check. Apart from the global policy we would like to introduce in MESOS-6171, we need to introduce a local policy to resolve the problem.
