Allow for tablet copy cancellation

* Useful in the case that we begin a tablet copy to a new replica, a previous replica “returns from the dead”, and so we may decide we don’t want to continue with the tablet copy anymore
* We may also want to cancel a tablet copy that has gotten stuck or has been extremely slow and has hit some kind of timeout.
* This would also allow us to potentially speculatively copy a tablet to multiple replicas, only to cancel or delete the slowest one.
