making utf-8 the default charset

Hi there,

Is there a configuration parameter to force the default charset from
iso-8859-1 to UTF-8?  

One of our SOAP clients is not including charset info in its content-type
and we still want to read the body as UTF-8.

Any help appreciated, thanks
