This patch updates the top level build.xml file to include a mvn-install target and adds some legal and info stuff to the weblogger (ant build) pom.

By running 'ant mvn-install' the roller-weblogger.war file will be installed in your local maven repository with its corresponding pom.  
For this (and the mvn-deploy) target the maven-ant-tasks-2.0.7.jar is needs to be placed in tools/buildtime/maven/ 
The maven-ant-task jar can be downloaded from here http://www.apache.org/dyn/closer.cgi/maven/binaries/maven-ant-tasks-2.0.7.jar 
The pom_ant_weblogger.xml files version tag may need to be updated this patch sets it to 4.0_rc1.
