Review Comment:
   I updated the fuzz test building to use ubsan and asan. 
   
   I also configured LD_PRELOAD for the fuzz testing ci. I would prefer this to be integrated with the enable asan and ubsan cmake options, but could not get that working. 
   
   Lastly I changed the handling of the enable asan and ubsan options so that both asan and ubsan can be active.
