I'm fairly -1 on creating a standalone PyPI build from source — as the toolchain grows in size this will become increasingly unsustainable. I agree that one should be able to install pyarrow assuming that libarrow and other library dependencies are installed and on LD_LIBRARY_PATH. I think it would be time better spent creating conda builds for everything (which has superior support for building / installing non-Python dependencies)
