The problematic code line originates from [r306560|http://svn.eu.apache.org/viewvc?view=rev&revision=306560] where the concept of blacklisting was introduced. The attached patch simply consults locally cached metadata in all cases. While the local metadata can surely be outdated, it provides a best effort to resolve metaversions and to gracefully continue the build. As the metadata is local, that does not present a big performance hit.
