new beta of 1.3 on its way...

We're trying to wrap up 1.3b7, and 1.3 in general, and we think we're close
this time :)  (yeah, right!)  I would appreciate it, as release manager for
1.3, if you all could download the latest version from
http://dev.apache.org/from-cvs/ and give it a whirl; not just compile it,
but give it a test drive over the rockiest terrain you can find.  We really
want to wrap this up so we can move on to 2.0.

There's only one issue we'd like to resolve before a final release, and
that is for someone to look over the uses of strcpy/strcat in the win32
code for possible string overflows.  If any of you Win32 folks out there
(or security coders in general) could give a look to src/os/win32/readdir.c
and win32_util.c we'd appreciate it.  There's also a whole pile of other
wish list items in the STATUS file if any of you get inspired.
