This is not a defect.  It is the intended behavior.

The clicking of Tab does not set a (block) indentation, it just moves the
cursor.  This is an exact mimicking of how tabs worked on (electro-)mechanical
typewriters.  

If you want a block indentation, use the block-to-the right icon in the
formatting toolbar at the top of your document windows (usually the third row
below the title line.  It has a tool tip that says increase indent.  It will
stay in effect until you decrease the indent.

If you want something as a paragraph style, use the style provisions to create
that kind of paragraph and you can specify it whenever you want.  

Finally, Enter in OpenOffice Writer starts a new paragraph.  If you want to
force a line break within a paragraph, rather than starting a new paragraph,
use Shift-Enter.  The reason for that is you do not need to use Enter to cause
line wrapping as you type.  Line wrapping is done for you automatically as you
type something that won't fit without passing the right margin.
