Update all pom files to use latest version of Abdera libraries.

The Apache Abdera project is a dependency for some SCA modules, samples, and demos. Many SCA items list Abdera 0.3.0 (October 5, 2007) as a dependency. The latest Abdera version is 0.4.0 (April 11, 2008) which is used by many web containers. SCA should upgrade to this latest version.

Much of the Abdera core, parser, and I18N support API has not changed from 0.3.0 to 0.4.0, so this change will likely not affect the function of the Tuscany SCA apps.
