The client config option (--client-config) of the broker is being overridden by  /etc/qpid/qpidc.conf. This option is not being honoured in the presence of qpidc.conf. It is unclear as to what the precedence is among the client config files. I am guessing precedence should be given to the one pointed to by --client-config and then default to qpidc.conf file if option --client-config is not passed to the broker.
