per-column state keeping set to wont-fix in jira

I may have been a bit rash in setting the per-column state keeping
(TORQUE-281) to wont-fix before discussing it here.
However, I am still of the opinion that the performance gain is not worth
while the added complexity, so I'm leaving it wont-fix
If anybody feels otherwise and is willing to implement this, please reopen
the issue.
