listVmwareDcs API call which is being triggered, when user clicks on "Infrastructure"->"zones", should help knowing the association. If this API's response is non empty list of VMware Dc objects that means association exists and that means display "Remove VMware datacenter" button. Tested this in 4.2.1 setup as well.
