The arguments of Bug 5743 for ok_locales are equally applicable to ok_languages.
(the following is a search-replace copy of bug 5743)
There have been several requests for this option, at least one of which is in a
cluttered bug.
The most valid argument I've seen so far came from stefan.jakobs, who
essentially argued if you have a university, you may have very few
not_ok_lanaguages as compared to ok_lanaguages.
The not_ok_lanaguages should effectively subtract off from the existing list the
same way ok_lanaguages.
The sticky part is that ok_lanaguages will reset to an empty list on first use,
and not_ok_lanaguages would essentially deduct from whatever the current list is,
even if it's "all".
This might be a little confusing, but relatively harmless, as doing:
not_ok_lanaguages se
ok_lanaguages en
The ok_lanaguages would be ignored.
doing:
ok_lanaguages en
not_ok_lanaguages se
the not_ok would be ignored, as se isn't in the list of ok anymore.
We will have to try to clearly document the fact that this isn't a black/white
pair, but really add and subtract from the same "ok" list.
