I've run into a few cases where a ticketing system allows anonymous updates, but anonymous posts are moderated.
In this case, if an anonymous user tries to edit a ticket, the corresponding discussion comment gets moderated, but the actual edits to the ticket happen immediately. I would expect the edits to be held until moderated.

Prevents new anonymous posts from having anonymous moderate priveleges bestowed (upon approval).
Adds migration script to correct historically set priveleges for projects that request it.

I've run into a few cases where a ticketing system allows anonymous updates, but anonymous posts are moderated.
In this case, if an anonymous user tries to edit a ticket, the corresponding discussion comment gets moderated, but the actual edits to the ticket happen immediately. I would expect the edits to be held until moderated.
