Documenting things is always a good idea :)

You don't actually need a JIRA to create / edit a wiki, you just need to:
1. Create a wiki user
2. Email the dev mailing list and ask for wiki edit privileges for your user

I think wiki is the right place to document the PreCommit Testing script. Its not part of the product Kafka so it doesn't belong in product docs.
