sa-update confusing - again
I ran sa-update yesterday and today.
I get the rules timestamped as follows:
-rw-r--r-- 1 root root 15859 Dec 3 12:32
/usr/share/spamassassin/20_drugs.cf
-rw-r--r-- 1 root root 15833 Dec 5 11:22
/var/lib/spamassassin/3.001007/updates_spamassassin_org/20_drugs.cf
The two dates are different. It appears that only difference is in
/usr/share/spamassassin/20_drugs.cf with an extra line:
require_version 3.001007
We are running SpamAssassin version 3.1.7

http://wiki.apache.org/spamassassin/RuleUpdates
Look for:
After sa-update completes, do I have to move the files somewhere for
them to be used?
and
Should I use "--updatedir" to put updates in the default rules directory
(ie: /usr/share/spamassassin), or the site rules directory (ie:
/etc/mail/spamassassin)?
or in short:
"sa-update just works"

actually it's more that the update doesn't have a version dependency, and by
in large the rest of the cf file content hasn't changed.

No my question is this:
Does sa-update downloads the rules to /var/lib/spamassassin/3.001007 and then checks it with the rules in /usr/share/spamassassin and updates the rules if changed?

But what is your question? OK, one line changed. Maybe somebody forget
to add the 3.1.7 dependency and so it was added and the new rule
subsequently published.

Yes, using diff I found that only line that is different is the addition of require_version 3.001007. in /usr/share/spamassassin/20_drugs.cf.
