Crowd and Axis

Hi Jacopo,

At http://svn.apache.org/viewvc?view=revision&revision=1465250 you disabled The specialpurpose/crowd component.

I find it confusing that we keep it in specialpurpose (I got caught by this recently). Should we not move it to attic?
