Reference CASSANDRA-7587.  We don't currently have something analogous to cassandra.in.sh for Windows so there's no single point of insertion to add something to the environment for those tools to run.  Along with that, there's a bunch of duplicated code in those .bat files to determine classpath, home dir, etc.
