URIs for Candidate Recommendations

Will there be a 1.2.* version of the Xerces Java parser that incorporates
support for the URIs used to identify the new candidate recommendations?
That is, that replaces support for:

http://www.w3.org/1999/XMLSchema-instance

with

http://www.w3.org/2000/10/XMLSchema-instance

for example?
