   *This pull request introduces the EAGER scheduling strategy based on the new scheduling interface.*
   
   
   ## Brief change log
   
     - *Implement the EagerSchedulingStrategy which contains all the EAGER scheduling logic.*
     - *Add SchedulerOperation interface and a default implementation.*
     - *Add ExecutionSlotAllocator interface*
   
   ## Verifying this change
   
   This change added tests and can be verified as follows:

     - *Added unit tests in EagerSchedulingStrategyTest and DefaultSchedulerOperationsTest*
