Issue in org.apache.ode.bpel.engine.BpelManagementFacadeImpl#addActivityBreakpoint

Hi all,
I'm developing a web based debugger for ODE. This $subject method use to add
a activity breakpoint to a instance and the input parameters are the
instance id and the activity name. I can't understand why does it use the
instance id as an input parameter to add a breakpoint to the instance which
is already started.
Or
should this method be invoked according to the following sequence.
     1. Create an instance and suspend it as soon as it get created.
     2. Then invoke the $subject method to add the breakpoint. ?
