This was HBaseIOTest.testWritingFailsTableDoesNotExist not actually
failing. It does not appear related to any changes since the last success.
This did not immediately reproduce at HEAD so I have filed to track
deflaking https://issues.apache.org/jira/browse/BEAM-2318
