Another Draft, this time w/ distributions

Please have a look at: http://people.apache.org/~gsingers/staging-repo/mahout/org/apache/mahout/

This time, I've included tarballs/zips: http://people.apache.org/~gsingers/staging-repo/mahout/org/apache/mahout/mahout/0.1/

Please take a _hypercritical_ eye to it and all the artifacts and let  
me know what is wrong.   Please download and run.  While the 0.1  
release need not be perfect, it does need to have the right legal  
things in place (which I think it does) and should at least work most  
of the way.

Things to try out on YOUR machine:
1.  Verify the signatures, hashes, etc.
2. Try the examples
3. Tell me if you like the way the distributions are created (Maven  
more or less does them for you, but we do have control if we want it)
4. Check the licenses, README, etc.

If you are a committer, please feel free to make appropriate changes.   
I will not be offended!  ;-)

The process is pretty much automated at this point, so it is easy to  
produce new versions, given changes.

which boils down to:
set up ~/.m2/settings.xml
svn up
mvn clean
mvn -Dusername=<YOUR USERNAME ON people.a.o> release:prepare
mvn -Dusername=<YOUR USERNAME ON people.a.o> release:perform

Note, if you do this, you may want to futz around with the version  
numbers first, as I don't think we need to put out 0.2 just yet.  Of  
course, it is easy enough roll back.

OK, I think I need to make sure the MANIFEST is created correctly, and  
that LICENSE/NOTICE is in the META-INF.  More fun...
