My guess is it is related to the dot in the directory name - there is no dot in lucenenet for the code-svn.

Not sure whether I could fix the permissions for dist myself.  Anyway, I'm a member of the PMC but cannot write to  https://dist.apache.org/repos/dist/release/lucene.net/

Please note the directory in www.apache.org/dist does not have a dot in its name, this look strange.
