Move handlers and preprocessor entries into a common controller

Hi,
While cleaning up controller in AssetMaint component I tested and verified
that we can move about 50 lines of entries that are common in Admin app
controllers. All the handlers and preprocessor tags can  be moved into a
controller in webcommon in framework. All the controllers in Admin apps have
these redundant entries in controller

I'll appreciate comments from the community.

That should be fine. I guess this could live in either the framework/ 
common or framework/webapp components... not totally sure which...  
perhaps common would be the best as most other stuff like this is there.
