No.

As long as it's licensed under the Apache License version 2, that gives us
the right to redistribute it under the same terms, without any assignment
of copyright being necessary.

Without a closer look:

* We cannot distribute a program that is licensed under GPL. You would need 
to relicense to AL2 and resubmit it. Furthermore I think you would need to 
donate the copyright to ASF (but I'm not sure about the latter).

* It would be nice if it'd use the APR.
