A warning like the following appears during the PDF generation of each manual:
[fop] May 8, 2007 9:48:40 AM org.apache.fop.layoutmgr.PageBreakingAlgorithm updateData2
[fop] WARNING: Part/page 0 overflows the available area in block-progression dimension. (fo:static-content, location: 11/487)
It appears the following number of times for each manual. The only part of the message that varies is the location information (in parentheses):
adminguide: 2 (11/487)
devguide: 3 (6/487)
getstart: 1 (5/488)
ref: 6 (7/488)
tools: 3 (4/488)
tuning: 3 (4/488)
The messages appear at the beginning of output generation, so the warning seems to have something to do with processing the start of the manual.
Since the warning does not seem to affect the correctness of the generated output, it would be helpful to be able to get rid of it, either by correcting the DITA source or by fixing the toolkit in some way.

Many of them are new since we switched to FOP .93. I'm not sure which
are new and which aren't. I no longer have the old FOP around so I can't
compare -- but I know that the number of errors and warnings increased a
great deal when we switched.
