MiniMRCluster went away in Hadoop 0.23.

MAPREDUCE-3169 seeks to provide a MiniMRCluster equivalent, which we may be able to use without significant changes to HBase test code.

It might be good to take this opportunity to rewrite tests as appropriate to mock MR using MRUnit or mockito.
