Yup -- will start doing so.

It was stated in a post, and in the original change to the HACKING
file (r8005), which I will now restore.  There seemed to be a passive
consensus, in the sense that no one objected (except for some IRC
discussion, but I think that ended with consensus too).

The arguments for keeping the STATUS file of a given line in that
line's tree are pretty compelling, imho.  I'll start out with it
there, and if by some shocking turn of events we change our minds, we
can move it.  I'd insist on a vote on that one, though :-).
