The visible scrollbar thumb does not correspond to the screen area that can be
used to drag the thumb. To see the effect, create a spreadsheet document
approx. 2000 lines high (by adding some text to cell A2000. Now try to move
back to the start of the document by dragging the vertical scrollbar thunb. The
thumb does not move if you try to drag it, but it will move if you start
dragging immediately above the scrollbar thunb. Conversely, if cell A1 is
selected, then navigating down by dragging the scrollbar thunb doesn't work –
one has to drag just below the thumb. 

The problem seems to exist in all scrollbars (document windows
horizontal/vertical, text and combo boxes), but is most noticeable if the thumb
is small because the list/document is long.
