Problems hot deploying KAR or feature files

It appears that with Karaf 4, KAR/feature file deployments fail to react
gracefully to deploying the same version of the KAR file/feature file when
the operation is *delete + copy*.

Essentially, the deployer just uninstalls the bundles and does not reinstall
them. Karaf 3 would reinstall the bundles without issue.
