I also got this problem.
I got this problem only when using SSL (coyote connector).
After I switched to the Old HTTP1.1 connector, everything worked fine.
If all the HTTPS requests are succesfully completed, nothing happens.
I checked the number of active threads in the "ThreadPool"; some threads are
never released when the some invalid requests are received (only).
My environment:
Windows 2000
JDK Sun 1.4.0-b92
Tomcat 4.1.18
