Ranger plugin may want to use the latest policies and tags available in Ranger Admin for authorization, rather than wait for the next scheduled download. Ranger needs to provide a way to achieve this.
RangerBasePlugin class now provides BasePlugin.refreshPoliciesAndTags() API to sync policies and tags from Ranger Admin at any time. The call will return after checking and fetching, if necessary, policies and tags from Ranger admin, and building a new policy-engine. Periodic policy/tag download continue to work as before.
