Fix the package.html files in the source to be appropriate for what the javadoc tool does with this.  In particular,
a) treat the first sentence of the body special (like a title) (see [https://docs.oracle.com/javase/7/docs/technotes/tools/solaris/javadoc.html#packagecomment] )
b) remove <h1> etc markup, Java release 13 complains.
