General clean up:

* Remove jclouds patch and javadocs exclusion which is no longer necessary.
* Change id from enforce-java to enforce-maven and add a comment
* Remove unused doxia PDF plugin
* Remove apache.snapshots and apache-snapshots - not needed.
* Specify main and mirror repos for dependencies and plugins.
* Do we need to specify a repo for jclouds? Is it in the main repo?
* Specifiying ${project.basedir} is redundant - remove.
