oak-segment-tar not working with latest oak-core?

Hi,

After making a change to oak-core and then trying to leverage that change
in oak-segment-tar, I ran into a build issue that had to do with an API
change in MarkSweepGarbageCollector and the extension of that class within
SegmentDataStoreBlobGCIT.

I created OAK-4772 and submitted a patch, but was wondering if there was a
specific reason oak-segment-tar was still using 1.5.5 oak-core instead of a
later version that has the updated API for MarkSweepGarbageCollector?
