The `namenode_ha_utils.py` uses the deprecated `hdfs-site/dfs.https.enable`
property. As a result, when starting components like MapR History Server, they
will fail when NameNode is protected by SSL:

Instead, `hdfs-site/dfs.http.policy` should be used.
