the PR  209 has an approval from a reviewer and the change in PR 211 had no review. Barring a compelling reason, we should revert PR 211's commit [4489598|https://github.com/apache/hbase/commit/4489598a8e4cd920d2fa36d7f84f195d8aa40736].
